The UN Special Envoy to Libya, Jan Kubis, stated that the failure of domestic institutions and the Libyan Political Dialogue Forum (LPDF) to establish the country’s constitutional basis before the elections triggered the crisis environment in Libya. Kubis stated that, with the delay in the election process, a conflicted and tense environment re-emerged and that the parties should comply with the roadmap determined by the UN Security Council.
Touching upon the disagreements between the Government of National Unity (GNU) and the House of Representatives (HoR) in Libya, the Special Envoy emphasized that he is concerned about the escalation of discussions between key institutions. In addition, stating that Haftar’s forces negatively affected the legitimacy of the GNU in the eastern region of the country, Kubis added that a Defense Minister should be appointed as soon as possible for the unification of the army.
Members of the LPDF, who came together after the 2nd Berlin Conference in Libya on June 23, failed to determine the constitutional infrastructure of the elections. As the election date approaches, the lack of a certain constitutional ground raises concerns.
