Head of the Presidential Council Mohamed al-Menfi, Prime Minister Abdul Hamid Dbeibeh, UN Special Envoy to Libya Jan Kubis, and foreign ministers of participant countries attend the second conference, which was first held on January 19, 2020, to find a political solution to the Libyan crisis.
Within the scope of the conference, the timely holding of the general and presidential elections, planned to be held on December 24, is expected to be the main emphasis of the discussions.
However, the so-called “operations” announced by Haftar militias in the south of the country with the claim of “fighting terrorism” before the conference have raised concerns that the dialogue environment will again be disrupted by weapons.
A day prior to the first conference which was held on January 19, 2020, Haftar’s militias had closed the oil export ports in Brega, Ras Lanuf, Hariga, Zuveytine, and Sidra in the “Oil Crescent” region on January 18.
The Libyan government, fulfilling one of the articles of the ceasefire agreement, recently reopened the western side of the Misrata-Sirte coastal road, which connects the east and west sides of the country, while Khalifa Haftar refused to open the eastern part of the road under his control.
